All agencies in the national benchmark snapshot, ranked by a composite benchmark score computed in the database: a weighted mean of HUD-reported cohort percentiles — occupancy 50 pts, operating fund per voucher 25, capital fund per voucher 25 — against a governed weight register. Components HUD did not report are excluded and the weights renormalized over what was reported; this page renders the stored score and never scores. It is a benchmark position, not a HUD performance rating and not SEMAP.

Rates above 100% occur when an authority reports more leased units than its authorized voucher count — this is permitted during brief periods of over-leasing. Rates above 100% are shown exactly and flagged (⚑) — never silently clamped. Only the bar length is capped at 110% for display.
