What would a payment standard change actually buy?

screening model, not a payment standard adoption. Under
24 CFR 982.503
your authority adopts the exact standard, ordinarily inside the 90%–110% basic range of the applicable
FMR/SAFMR — going outside that range requires HUD approval (or applicable waiver/MTW authority), so the slider
stays inside it. The share shown counts
advertised asking rents observed on public listings in that ZIP
(market-rate pool, source-linked) at or under the proposed standard — a leaseable-share proxy, not a success-rate
prediction: asking rents are not leased rents, utility allowances are not modeled, and unit quality, size and
amenities are not held constant. Every figure is computed from exactly the observations listed. If a ZIP is not
in the SAFMR file, or no observations exist, we say so instead of guessing.
